Sikap Ketuanan, Suka Mengasuh dan Diasuh - Bibit-Bibit Bunga Rasuah dan Penyalahgunaan Kuasa

Ada orang suka mengasuh. Ada orang lagi suka kalau diasuh. 

Suka mengasuh mungkin kerana keinginan nak tangkap udang di sebalik maggi. Atau pun kerana terpaksa sebab kalau tak mengasuh akan dicop tak pandai jaga boss atau dikata tak perfom. Esok esok markah LNPT dapat rendah. 

Suka diasuh pula sebab dapat feel macam raja. Makan orang suap. Bil orang bayar. Nak sesuatu pasti akan dapat, tak payah bersusah payah berusaha. Semua dilakukan oleh pengasuh.

Ironinya, orang yang mengasuh ni bergaji tak berapa besar, pitih tak berapa nak ada. Cukup-cukup tanggung makan sendiri dan anak bini sahaja. Kalau ada lebih pun kerana bayaran OT baru sahaja masuk. Satu lagi ada juga pengasuh yang orang panggil “Lembu”. Yang ni ada duit banyak, tapi bukan duit sendiri pun. Ada peruntukan duit elaun entertainment untuk dibelanjakan ke atas orang yang suka diasuh.

Yang jenis suka diasuh pula selalunya gaji besar, pangkat besar, rumah besar, kereta besar, perut besar, bini besar, nafsu besar. Bila membeli duit kertas pun berangka besar.

Tapi ada juga yang gaji dan pangkat tak ada lah besar mana. Tapi ada kuasa besar. Berlagak besar. Kepala pun besar macam buah nyor. Yang jenis ini memang akan perah habis-habisan anak buah untuk mengasuh dia. Nak beli teh o beng ikat tepi pun suruh anak buah pergi beli tapi duit tak bagi pun. Bila keluar makan, order yang sedap sedap dan mahal seperti siakap harimau menangis. Tapi bila dah habis makan, buat tak tahu. Duduk bodoh je. Last-last anak buah bangun dengan jeling-jeling kawan sebelah suruh ikut ke kaunter untuk tolong top up bayar. Atau nak bagitau kat tokey kedai yang makan tu boss dia. Peluh keluar berejat-rejat bawah ketiak.

Kepada yang rasa dia boss-boss tu, cukup-cukuplah menyiksa anak buah untuk mengasuh atau cari lembu-lembu berdompet besar, ejen haram atau majikan, kontraktor untuk jadi bahan mengasuh kamu tu. Tak berkat hidup masa depan. Duit elaun keraian yang ada tu, guna lah buat belanja anak buah.

Kepada yang suka mengasuh tu, boleh teruskan jadi pengasuh yang baik tapi bukannya jadi pengasuh boss kerana nak dapatkan habuan udang di sebalik maggi. Jadi pengasuh sejati. Buat kerja kerana tanggungjawab untuk menjalankan amanah kerjaya, agama, bangsa dan negara. Boss pun akan suka dan sayang.

Sikap ketuanan yang suka diasuh dan suka mengasuh ini lah BIASANYA membuka kepada perbuatan rasuah dan salah guna kuasa. Oleh kerana nak mengasuhlah menyebabkan orang bawahan sering pergi turun padang mencari roti pau atau memberi salam “Assalamu’alaikum” sambil tangan menadah tempurug.

Bagi Ripin Niknah, kalau jumpa orang-orang sebegini, alamatnya nak kene pelangkung dengan tempurung nyior lah orang itu😡 Atau pun buat report kepada SPOTRIM.

Bribery Perception

16 February 2017 - I had a new insight today. I had a chit chat with one of my subordinates today. It's how people from a faith other than of mine perceive the act of "give and take" involving money and services rendered a.k.a. willing taker and willing giver of a bribery act. The staff said, it is not wrong to accept money if the giver willingly offer to pay money for a speedier service by a government staff. 

I'm trying not to make a connection of  this perception to any religion because I have a strong belief that all religions reject bribery. When I disputed that staff about this teaching belief, the staff further said their upbringing accepted this practice and it is not abnormal paying a staff/officer, either to the government servant or private company employee to get their application processed faster.

I just couldn't believe myself that such belief actually exists. We debated about this perception and presented examples to support our arguments. Lastly, my staff said to me "Sir, you won." and left my room and punched out the attendance card. 

My gut tells me, I won maybe because I am the boss.

Fight Against Bribery

I have one suggestion in curbing bribery and misused of power for personal interest by the civil servants.

Usually though it is not a standard practice, KSU, TKSU and Chiefs of Uniformed Services as well as Department's Director Generals i.e. ATM, Police, will be hired soon after their retirement. Apparently and maybe coincidently, the organizations who hired them are mostly have had businesses with the ministries, services or departments which the senior officers served as the decision makers prior to their retirement.

Some of them were the Chairman of the Tender Committee and/or had the final say in the procurement decision makings.

In order to paint a good image of the government and maintain integrity and more importantly to avoid the corrupt decision making of favouring some companies for certain government contracts, the companies who hired the government's senior officers will be subjected to SPRM's scrutiny for at least six months period.

For example, the six months old contracts that have been awarded to the companies which the retired officers were the chairman of the tender committee or held the important decision power could be rescinded if the government find there were elements of abuse of power.

JPA could formulate a guideline for After Retirement Employment for Government Employees. The Treasury may review the procurement procedures and SPRM would be playing more effective roles in upholding the integrity of the public service officers in managing the tax payers hard earned money.
